Certificate of Professional Competence Qualification

The Certificate of Professional Competence, or CPC Qualification, rules are part of the of the EU regulations, with reference Regulation (EC) No 1071/2009, of the European Parliament and of the Council of 21 October 2009. The legislation contained the requirement, for the gaining of the Certificate of Professional Competence. The regulations from part of the legislative agreement between all EU member states to have common rules, & conditions, applying to all those wishing to pursue the occupation of being a Road Transport Operator, within the EU member states.

The Certificate of Professional Competence qualification clearly aim to achieve the following:

  • The qualification requirements have been derived from Regulation (EC) No 1071/2009. These made the measurement, of professional competence, & achievement of a Certificate of Professional Competence in either commercial Road, or Passenger Transport management. To be on an equal footing in all EU member states.
  • The holder of the qualification ability to demonstrate, that they are qualified to perform the effective and continuous management of transport operations, that they are accountable for within any EU member state.
  • Evaluate the professional competence of both licence applicants, and their nominated Transport Managers in relation to Operator Licencing


The Certificate of Professional Competence, or CPC Qualification, is currently a lifetime award, so once gained, the qualification will not elapse, & holders will be considered professionally competent for the rest of their lives. However, professional competence can be affected at any time, by certain personal circumstances, for example, if the holder is convicted of certain criminal offences.

In addition, there has been the introduction of what is known as Continuing Professional Development (CPD). CPD basically means that it is expected of the transport manager to keep up to date with the current regulations, & to show formal evidence of doing so, such as attending transport manager refresher courses, held by such bodies as the Road Haulage Association, Freight Transport Association. If a transport manager is called to either a Preliminary Hearing, or Public Inquiry over possible failures in compliance on an operator’s licence that they are nominated on. They may well be asked to produced evidence regarding Continuing Professional Development, CPD
